Overview
USAID's Regional Development Mission for Asia (RDMA) supports programs in China across several sectors.
USAID is helping China promote clean energy and reduce greenhouse gas emissions. It is working with China to improve environmental law and environmental governance. Activities also will strengthen environmental due diligence among national agencies and the private sector and reduce China's environmental footprint.
USAID supports China's efforts to develop a legal system for fair, participatory, and transparent governance, as well as its efforts to introduce reforms within the justice system for equitable economic growth. RDMA's programs preserve cultural traditions and promote sustainable development and environmental conservation among ethnic Tibetans.
RDMA is working to prevent the spread of HIV/AIDS and multi-drug resistant tuberculosis and is strengthening surveillance for avian influenza. In addition, USAID sent personnel and donated specialized search, rescue, and recovery equipment following the 2008 Sichuan province earthquake.
Programs
Economic Growth: Protecting the Environment
USAID supports public-private partnerships in China to catalyze broad adoption of clean energy technologies and practices. USAID is working with major manufacturers and trade associations to improve standards and expand the adoption of energy-saving lighting. USAID is also teaming up with corporate giants like GE, Wal-Mart, and Honeywell to spearhead energy innovation in industries.
USAID's Partnership for Environmental Law in China brings together Vermont Law School with Sun Yat-sen University to train environmental law professionals and advance the reform of environmental law. Support in environmental governance also works to improve air quality, water supply, energy conservation, and public participation in environmental decision making.
USAID programs will help China play a stronger role in fostering international cooperation in combating illegal logging and wildlife trafficking.
Governing Justly and Democratically
USAID is addressing rule-of-law issues in China through training for future legal professionals. Its program provides scholarships for Chinese students at two U.S. law schools. Graduates return to China as junior professors to sustain the program. The University of the Pacific's McGeorge School of Law, American University's Washington College of Law, China University of Political Science and Law, Zhejiang Gongshang University, and South China University of Technology are participating in the project.
USAID and the University of Massachusetts are working with Chinese judicial training colleges, legal educators, and provincial high courts to build the capacity of China's judiciary. The program is also designed to enhance Chinese citizens' trust in, knowledge of, and access to the legal system.
USAID supports an American Bar Association rule-of-law initiative that works with local institutions to increase criminal defendants' rights, improve the efficacy of their legal counsel, and promote fair criminal justice procedures. USAID also supports the Asia Foundation's administrative law and procedures program, which works with law schools to make agencies and officials more transparent and equitable in their exercise of power.
Investing In People: Improving Opportunities in Tibet
USAID programs improve Tibetan communities' access to education, vocational training, and health care, and assist in enterprise development. Nomads are learning rangeland management, livestock development, and improved crop production. USAID is supporting the preservation of Tibetan arts and cultural sites and is assisting artisans in marketing their products.
Investing In People: Confronting HIV/AIDS
USAID's regional program is working in China with nongovernmental organizations to reduce the incidence of HIV/AIDS and mitigate its impact on infected people and their families. USAID focuses on high-risk individuals in areas with the greatest incidence of infection. Its models are being replicated by donors, the Global Fund, and the Government of China.
