JOB SUMMARY:

This position serves as a Human Resources Specialist (Team Leader) with the United States Agency for International Development's (USAID) Office of Inspector General, Human Capital Division. The Office of Inspector General's (OIG) mission is to promote and preserve the Agency's effectiveness, integrity, and efficiency through the detection and prevention of fraud, waste, and abuse in activities and programs.

This position is located in The Human Capital Division, servicing the Office of the Inspector General which includes a Washington, DC office and six regional offices overseas performing the full range of duties typical of an operating personnel office. The incumbent is responsible for providing leadership, oversight, training, and reviewing the work of lower-graded specialists. Duties include program operations for both Civil Service (CS) and Foreign Service (FS) personnel, in the areas of staffing and recruitment, employee benefits, position classification, employee evaluation, and program development work. The incumbent is knowledgeable of several aspects of human resources management.

  • Major Duties:

    You will serve as a team leader coaching the team in the selection and application of appropriate problem solving methods and techniques, providing advice on work methods, practices and procedures, monitoring and reporting on the status and progress of work, checking on work in progress and reviewing completed work to assure that the supervisor's instructions have been met; reporting to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and individual team training needs.

    You will serve as a senior advisor in rendering advisory services and authoritative policy interpretations to managers on the most complicated human resources processes and issues in OIG. Advise senior officials on the most complex problems and interpretations involving staffing and recruitment procedures, classification, employee evaluation and employee benefits and entitlements affecting SES and SFS employees.

    You will advise Human Capital staff on requirements for processing retirements for CS and FS personnel, and counsel employees on all aspects of retirement from and reemployment in Federal government. Review office compliance with rules and regulations governing retirement and reemployment activities, as well as it compliance with other HR services provided by Human Capital, and develop new regulations, guidelines and instructions to ensure such compliance.

    You will lead other HR Specialists in providing full staffing services to OIG components, including identifying candidates, applying qualification standards and other rating guides, ranking candidates, and ensuring conformance with the Agency Merit Promotion Program.

    You will maintain and ensure position classification accuracy and consistency in interpreting and applying position classification standards and in reviewing classification appeal packages; classify general and foreign service positions by performing desk audits, preparing evaluation statements, consulting with supervisors in the area of position management, and serve as the focal point for technical guidance on implementing and administering position classification policy for OIG.

    You will lead and/or assist in developing strategic goals for HR changes in OIG, conduct studies, define problems, determine areas of procedural and regulatory deficiencies, assess impact of deficiencies and provide recommendations to management that are designed to correct a wide range of HR problems and discrepancies in OIG.

    Qualifications:

    All applicants must meet the minimum requirements of the Office of Personnel Management's Qualification Standards Handbook.

    Specialized Experience:   You must have one year (52 weeks) of specialized experience that is directly related to this position. This experience must have provided you with the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience must be in or related to the work of this position.

    Specialized Experience and/or Education:

    To qualify for the GS-13 level, applicants must have:

    One year specialized experience equivalent to at least the GS-12 level. Examples of specialized experience include providing a full range of management advisory services in two or more operational functional areas (staffing, position classification, pay administration, leave, employee relations, and retirement). This position requires a thorough understanding of current human resources law, regulations and the flexibilities available to offer alternative options to address customers' needs and requirements.

    To qualify for the GS-14 level, applicants must have:

    One year specialized experience equivalent to at least the GS-13 level. Examples of specialized experience include providing human resources consultative and technical services in two or more operational functional areas (staffing, position classification, pay administration, leave, employee relations and retirement). Ability to lead a team in broad studies and analyses for the long range assessment of substantive operating and/or policy issues; providing a wide range of advanced HR principles, concepts and practices and consultative skills sufficient to provide staff level advice.

    You must be a U.S. citizen to qualify for this position.

    You must submit to a drug test and receive a negative drug test before you can be appointed into this position.

    In order to qualify for this position, you must be able to obtain a Secret security clearance.

    You must meet time-in-grade restrictions by the closing date of this announcement.

    Relocation expenses are not authorized.

    1.   Knowledge of Federal human resources laws and regulations in two or more of the following human resources functions: compensation, classification, pay and allowances, staffing and recruitment, performance management, and employee relations in the competitive and excepted service.

    2.   Knowledge and understanding of management principles, practices, methods and techniques in order to carry out a wide range of HR assignments and sufficient enough to serve as an expert and/or consultant to top management officials on HR function.

    3.   Experience independently researching, analyzing, and interpreting federal personnel policies, regulations, and guidelines.

    4.   Ability to express ideas and concepts and communicate effectively orally and in writing.
