Job Summary:

This position was amended to extend the closing date.

This position is with the United States Agency for International Development (USAID) Office of Inspector General, Millennium Challenge Corporation (MCC). The Office of Inspector General's (OIG) mission is to promote and preserve the Agency's effectiveness, integrity, and efficiency through the detection and prevention of fraud, waste and abuse in activities and programs. You will serve as a member of an audit team, conducting performance audits and financial audits, risk assessments, reviews and other analyses designed to support the efficiency and effectiveness of program and operational activities. Moderate overseas travel may be required. We may hire at any of the grades shown in this announcement. You are encouraged to identify the grade level(s) or salary for which you wish to be considered.

Major Duties:

At the full performance level, the incumbent will:

  • Serves as a staff level analyst engaged in a wide variety of analytical and evaluative duties addressing the management integration, and controls required in the execution of assigned programs and technical budgetary functions.
  • Develops special studies, analyses, and reports to ensure that all resource, program, and policy issues associated with assigned programs are coordinated and implemented in support of the mission.
  • Provides guidance and coordinates the development, consolidation, review, defense, and approval of various complex programs and assignments.
  • Develops and coordinates the policies necessary to complete appropriate contractual reviews. The incumbent analyzes program and budget execution processes for impact on assigned workload requirements and resources, and recommends program changes as required.
  • Reviews quantitative data/reports/documents for accuracy and consistency. Conduct on-site investigations on the objectives and resources, and recommends which requirements are feasible, which priorities are executable, and which ones are not supportable.
  • Conducts audits and evaluations in support of OIG audit objectives. Gather information, conducts interviews and exit and entrance conferences, prepares work papers, analyzes data, write audit findings and recommendations, and prepares draft audit reports and audit proposals.
  • Brief supervisor on progress of audits and evaluations and identifies problems such as the need to expand scope and commit additional resources.
  • Analyzes and evaluates if audit recommendations have been successfully implemented, recommends changes and modifications as necessary and prepares summaries of analyses for the Congress.

Qualifications:

All applicants must meet the minimum requirements of the Office of Personnel Management's Qualification Standards Handbook http://www.opm.gov/qualifications/standards/group-stds/gs-admin.asp. A bachelors degree in Business Administration or Accounting is preferred, but not required.

You may qualify for this position based on specialized experience and/or education.

Specialized Experience:  You must have one year (52 weeks) of specialized experience that is directly related to this position. This experience must have provided you with the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience must be in or related to the work of this position.

GS-07:

A.   Have successfully completed one year of graduate level education directly related to the work of the position; or

B.   Possess one year of specialized experience equivalent to the GS-05 level. Specialized experience: Perform developmental assignments under the close guidance of a higher level analyst that provide exposure to a wide variety of management and program analytical methods and practices such as fact-finding and investigative techniques, surveys and work measurement.

C.   Bachelor's degree with Superior Academic Achievement (SAA). SAA is based on class standing, grade-point average, or honor society membership.

  • Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  • Grade point average (G.P.A.) - Applicants must have a grade-point average of:

  • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed on courses completed during the final 2 years of the curriculum; or
  • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

  • Election to membership in a national scholastic honor society - Applicants can be considered eligible based on membership in one of the national scholastic honor societies. The honor societies are listed in the Association of College Honor Societies: Booklet of Information (1992-95) and/or Baird's Manual of American College Fraternities (1991). Membership in a freshman honor society cannot be used to meet the requirements of this provision.
  • GS-09:

    A.   Two full years of progressively higher level graduate education leading to a Master's degree or equivalent graduate degree; or

    B.   One year of specialized experience equivalent to the GS-7 level. Specialized experience: Assisting with tasks that require experience in data collection programs.

    GS-11:

    A.   Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree related to the position being filled.

    B.   One year of specialized experience which is equivalent to the GS-9 level. Specialized experience: Perform research and analysis of management/program analyses functions for the development of proposed activities; compare existing and proposed systems and/or procedures; organize and document findings, including suggestions for improvement.

    GS-12:  One year specialized experience equivalent to at least the GS-11 level. Specialized experience: Analyze and evaluate the impact of objectives, operations, and resources of the feasibility of implementing new projects and programs; research and analyze existing reports, files guidelines, directives, laws, etc. in order to obtain accurate and relevant information; conduct complex audits or reviews, including but not limited to performance and/or financial audits, risk assessments and analyses; gather and analyze data from various sources; and communicate recommendations.

    GS-13:  One year specialized experience equivalent to at least the GS-12 level. Specialized experience: Coordinate with senior analysts and top management to develop policies, procedures, standards, and methods for collecting, analyzing, and presenting statistical data; review and advise on complex analyses, evaluations, or investigations in support of organizational programs, policies, and standards; present findings and recommendations on complex issues or problems impacting a major program; conduct complex audits or reviews, including but not limited to performance and/or financial audits, risk assessments and analyses; gather and analyze data from various sources; and communicate recommendations.

    TO QUALIFY BASED ON EDUCATION:  You must submit copy of transcript or list of courses with credit hours, major(s), and grade-point average or class ranking. You can receive credit for education received outside the United States if you provide evidence that it is comparable to an accredited educational institution in the United States when you apply.
