Civilian Response
The USAID Office of Civilian Response (OCR) was formally established in February 2009 to oversee training, equipping, and deploying mission-ready civilian experts under unified operating systems that can support stabilization, reconstruction and conflict transformation operations in fragile states. OCR is housed in USAID's Bureau of Democracy, Conflict, and Humanitarian Assistance, but its personnel are staffed throughout the Agency in Washington and around the globe.
